Idaho Medicaid Expansion (Adults 19–64): Adults ages 19–64 who earn up to 138% of the Federal Poverty Level (FPL) may qualify. For a single adult in 2026, that is roughly $20,783 per year (about $1,732/month). Most Phoenix House members will fall well under this income limit.

What about a criminal record or past drug conviction? Idaho does not permanently bar people with past felony drug convictions from Medicaid. Eligibility is based on income and residency — not criminal history. If you are currently incarcerated, you are not eligible, but you can apply before release or immediately after.

Substance Use Disorder Treatment — Inpatient rehab, IOP, detox, and outpatient counseling.

Medication-Assisted Treatment (MAT) — Buprenorphine (Suboxone), naltrexone (Vivitrol), methadone, and naloxone (Narcan).

Mental Health Counseling & Therapy — Individual and group therapy, including trauma-informed care.

Psychiatric Medication Management — Psychiatrist or APRN visits, prescriptions covered or minimal cost.

Primary Care & Doctor Visits — Routine checkups, sick visits, lab work, preventive screenings.

Dental Care — Exams, cleanings, fillings, and extractions.

Transportation to Medical Appointments — Non-emergency medical transportation (NEMT) for members with no other way to get to appointments.

• Click “Register” to create a free account (or “Sign In” if you already have one)
• Click “Apply” under the Medicaid section
• Fill in your personal information, household size, and income details
• Upload or photograph any required documents
• Submit your application — you’ll receive a confirmation number

• Proof of Identity: Driver’s license or state ID, U.S. passport, birth certificate, or tribal ID card
• Proof of Idaho Residency: Utility bill, lease, bank statement, or a letter from Phoenix House (if staying here)
• Social Security: Social Security card or just your SSN
• Proof of Income (if any): Recent pay stubs, award letter, or state $0 if no income

Processing Time: Idaho DHW has up to 45 days to process a standard application. Many are approved much faster.

If You’re Approved: Find a primary care provider who accepts Idaho Medicaid, schedule your first appointment, and ask for a referral for mental health or SUD treatment if needed.

If You’re Denied: You have 90 days to request a fair hearing. You may also apply through Your Health Idaho (yourhealthidaho.org) for subsidized marketplace plans, or call 2-1-1 for help.

Annual Renewal: Medicaid is not permanent — respond promptly to renewal notices and keep your address updated in idalink.

• Apply as soon as possible. There is no waiting period and no open enrollment deadline for Medicaid.
• Zero income is OK. The application will not reject you for having no income.
• Your address at Phoenix House counts as your Idaho residence.
• A prior felony drug conviction does not automatically disqualify you.
• Coverage may start the day you apply, not the date it’s approved.
• Once enrolled, don’t miss your annual renewal.
